Clinic fined for hiring unlicensed Chinese ‘doctor’

The Hanoi Health Department has given a fine of VND20.5 million (nearly US$1,000) to My Viet General Clinic in the capital for violating medical examination and treatment regulations.

Nguyen Viet Cuong, the department’s chief inspector, said the clinic had used a Chinese national, whose Vietnamese name is Tang Le Phan.

This “doctor” has neither obtained a work permit from the Department of Labor, War Invalids and Social Affairs and nor been registered with the department for medical practice.

My Viet, located at 620 Hoang Hoa Tham in Tay Ho District, Hanoi, previously registered another “Chinese” doctor whose name in Vietnamese is Vi Kim Duc, but the man has returned to China.

The clinic also failed to keep patients’ medical records in accordance with the required procedures.

Last week, at the request by the Hanoi Health Department, 13 Chinese clinics signed their commitments not to employ foreigners without work permits, said Dang Thi Hoa, deputy chief of the department’s Inspectorate.

If any clinic is found to break their commitment, they will be strictly punished and have their business licenses revoked, Hoa said.

In recent times, many Chinese clinics in Hanoi and Ho Chi Minh City have been found committing a series of violations, such as employing doctors without practitioners’ licenses, issuing wrong diagnoses, overcharging patients, selling expired or unapproved medicines, and offering unlicensed services.

In a deadly case caused by “Chinese” doctors, a 34-year-old woman, Nguyen Thi Thu Phong, died at the Maria Clinic in Hanoi on July 14, and the three Chinese doctors who had examined and treated her disappeared after the incident.

The local Health Department has suspended the clinic.

In HCMC, heath authorities have revoked the business licenses of five Chinese clinics for their prolonged violations.

They are the Chinese Traditional Medicine Clinic at 141 Phan Dang Luu Street, Phu Nhuan District; Dong Phuong Traditional Medicine Diagnosis and Treatment Clinic at 762 Cach Mang Thang Tam Street, Tan Binh District; Anh Sang Oriental Medicine Clinic at 928 Lac Long Quan, Tan Binh District; Hue Ha Traditional Medicine Clinic at 199 Nguyen Chi Thanh Street, District 5; and Dam Sen Clinic at 54 Hoa Binh Street, District 11.
