
Domestic flights to be resumed
In the first phase, the flight routes will be opened for frontline workers. Other qualified passengers are people who have completed their quarantine period and carried to the airport by shuttle bus from the quarantine centres, fully vaccinated or have a certification that they have been completely recovered from Covid-19 less than 12 months before.
Each airline will calculate its own number of flights per day based on its flights in the first week of April, before the fourth wave of Covid-19 broke out in late April. During this phase, the number of flights must be less than 50 percent of the number of flights in the first week of April.
In the second phase, passengers only need certification that they have been completely recovered from Covid-19 six months prior to the flight. The number of flights in the second phase will be less than 70 percent of the number of flights in the first week of April.
In the third phase, flights will be reopened for all passengers. The number of flights must not exceed the total flights in the first week of April. The limit on the number of flights will be lifted once social distancing rules are lifted in all provinces and cities.
Each phase will last for two weeks. Airlines that fail to follow the plan will have all fights suspended for a week.
