Resent inspections revealed that billions of VND have been misappropriated by officials in Quang Binh Province, known for its high rate of poor households.

On September 29, the inspectorates in Quang Binh Province announced they had discovered a number of wrongdoings by local authorities, which resulted in a loss of VND120 billion (USD5.7 million).
The conclusion was made after 46 inspections at 265 units and agencies. The inspections focused on the use and management of state funds, construction and public property purchases.
Other issues that were under the microscope included land management and medical equipment inventories. The inspectorates found that VND99 billion was misappropriated and proposed adjustments to the current financial management system. They also recovered VND3 billion of the total.
Moreover, specialised searches and inspections at 3,165 units and agencies revealed that 1,189 individuals and units did not follow regulations and the funds lost from these violations totaled over VND20 billion.
Local authorities decided to fine 920 individuals and units over VND6.3 billion and hope to recover VND9.4 billion. The authorities will also withdraw 36 land use certificates, which had been wrongly issued for over 1,300 square metres of land.
