Vietnam Expressway Corporation (VEC), the project's investor, said most outstanding issues had been resolved and contractors were completing the remaining work.
Nearly 55 km of the 58-km route has been completed, with about 30 km temporarily open between the HCM City-Trung Luong Expressway and Nguyen Van Tao, and between Phuoc An and National Highway 51, including all seven interchanges.
Another 25 km has been completed but has yet to open because connecting roads are not yet available.
Remaining work is concentrated on the Binh Khanh Bridge and National Highway 51 interchange packages, both of which are expected to be completed in August, paving the way for the entire expressway to open in September.
VEC said delays had been caused by slow land clearance and shortages of materials including fill soil, aggregate and stone used for asphalt and cement concrete.
The expressway runs nearly 58 km through Tay Ninh Province, HCM City and Dong Nai City, with sections of nearly 3 km, more than 26 km and nearly 29 km, respectively.
The route has four traffic lanes and two emergency lanes, with a design speed of 100 km/h.
The project has total investment of nearly VND 29.6 trillion (USD 1.13 billion), funded by loans from the Asian Development Bank and the Japan International Cooperation Agency, state counterpart funding and capital arranged by VEC.
