A total of 1,586 delegates, representing more than 5.6 million Party members nationwide, attended the opening session at the National Convention Centre in the capital.

Held under the motto “solidarity, democracy, discipline, breakthrough and development”, the congress carries major political significance. It reviews the country’s development path, particularly nearly 40 years of Doi moi (renewal), while setting orientations and tasks for the next five years and beyond.

A central objective of the congress is to realise Vietnam’s aspiration of becoming a strong and prosperous nation by 2045.

The congress also sets an ambitious economic target, aiming for average GDP growth of about 10 per cent during the 2026-2030 period. This growth goal is closely linked to improving living standards, employment and income for the population.

At the same time, the roadmap towards becoming a high-income developed country by 2045 reflects a long-term national vision and the shared aspirations of the Vietnamese people.
