The provincial Department of Culture, Sports and Tourism issued the order after local authorities called for checks into tourist reception and guiding activities at Quang Ninh Museum and related businesses.
The department asked the Quang Ninh Museum and Library to review its visitor reception and tour-guiding procedures and ensure information provided about exhibits complies with the Cultural Heritage Law.
It also ordered the museum to identify the responsibility of organisations and individuals if violations are found.
Tour operators have been banned from allowing foreign nationals who are not legally qualified to work as tour guides to directly lead groups or provide commentary to visitors.
Vietnamese tour guides must properly manage their groups and ensure information provided to tourists is accurate, the department said.
Tourist sites, service providers and shops must comply with business regulations, display prices and refrain from pressuring tourists into purchases or providing misleading information.
The department said it would work with other authorities to step up inspections and monitoring of tourism businesses.
Violations of tourism, cultural heritage and commercial regulations would be dealt with in accordance with the law.
