According to the Nam Du Border Guard Station, the accident occurred at around 3.30 pm on June 23 at Hai Bo Dap Island, when a speedboat towed two tourists on a parasail.

After the parasail reached a height of about 10 metres, the towline snapped and struck one of the passengers in the face, causing serious injuries. The victim received first aid on the island before being taken to Hanh Phuc Long Xuyen Hospital for treatment.
The border guard station said the operator had previously been ordered by local authorities to suspend all business activities until it met regulatory requirements.
Despite the suspension order, the company allegedly continued operating the parasailing service, leading to the accident.
Local authorities are investigating the incident.
