The 2026 tourism promotion programme combines transport, accommodation, dining and sightseeing services, aiming to establish Co To as a year-round destination.
Under the initiative, visitors can book packages covering high-speed ferry tickets, hotel or homestay accommodation and electric vehicle tours of the island's main attractions.

Participating businesses are also encouraged to offer discounts, vouchers and complimentary services to make travel more affordable and convenient.
According to the Co To Special Zone People's Committee, the programme is being coordinated by the Co To Tourism Association in partnership with local businesses and tourism service providers.
The initiative seeks to encourage cooperation among operators, maintain business activity during quieter months and offer visitors more flexible travel options.
Launched on September 30, the campaign also encourages tourism businesses, cooperatives and households to introduce seasonal offers covering accommodation, food, transport and recreational activities.
Alongside the discounts, Co To has introduced an autumn-winter promotional campaign under the slogan 'Co To in Autumn-Proud ASEAN Destination'.
The campaign highlights the island's natural scenery, coastal culture, cuisine and local communities, while promoting eco-friendly tourism, wellness retreats and cultural and historical experiences beyond traditional beach holidays.
Co To aims to develop tourism that is environmentally friendly, digitally connected, safe and sustainable.
According to the Quang Ninh information portal, the island targets 392,000 visitors in 2026, including 3,300 international arrivals, with tourism revenue projected at VND 1.176 trillion (USD 44.7 million).
Local authorities are focusing on improving infrastructure, service quality and digital tourism management to support these goals.
The autumn-winter campaign is expected to help tourism businesses diversify their products, attract visitors during the final months of the year and generate additional income and employment for local residents.
By reducing its dependence on the summer season, Co To hopes to strengthen its position as a sustainable island tourism destination.
