Hospital investor fined for lack of environmental impact report

Authorities of the northern province of Ninh Binh has fined the investor of the Ninh Binh Obstetrics and Paediatrics Hospital VND400 million (USD17,700) for not having an environmental impact report despite being built eight years ago.

The project investor is the management board of the Ninh Binh Civil and Industrial Investment and Construction Project.

Work on the project was started in 2010; but, the investor did not have the environmental impact report as regulated by the Ministry of Natural Resources and Environment.

After a check by inspectors from the provincial Department of Natural Resources and Environment on June 26 this year, the provincial people’s committee decided to impose the fine on the project investor.

Under the decision signed by Nguyen Ngoc Thach, deputy chairman of the provincial people’s committee, construction work on the project will be suspended for 60 days.

The investor has also been requested to complete all legal procedures related to environmental protection to submit to the Ministry of Natural Resources and Environment.

The Ninh Binh Obstetrics and Paediatrics Hospital would eventually cost VND2.7 trillion (USD120 million). Currently, construction work on the project temporarily halted due to the capital shortage.

According to a leader of the management board of the Ninh Binh Civil and Industrial Investment and Construction Project, the board took over the project from another investor, so claimed they did not know about the lack of an environmental impact report.

The construction of the project will be resumed until the environmental impact report is approved by the Ministry of Natural Resources and Environment and after the project’s funding is agreed.
