The strong winds swept through central areas of the city and nearby localities, damaging trees, signboards and other infrastructure.
The hardest-hit site was a floating stage on the Huong (Perfume) River near Quoc Hoc Hue High School, where the festival's closing event was scheduled to take place later that evening.
High winds caused the outdoor stage structure to collapse, severely damaging LED screens, sound systems, lighting equipment and other performance facilities.
The Hue Hydrometeorological Station recorded wind gusts of up to 14.6 metres per second, equivalent to force 7 on the Beaufort scale.
Tran Huu Thuy Giang, vice chairman of the Hue City People's Committee, said the storm struck as preparations for the event were nearing completion.
"The stage was completely damaged and could no longer host the performance, leaving organisers with no choice but to postpone the programme," Giang added.
The concert was expected to attract large crowds of residents and visitors, with free performances by Vietnamese singers Mono and Nguyen Dinh Tuan Dung.
