Minh and her 33-year-old daughter, Luu Thi Phuc, live in a dilapidated 20-square-metre house in Muong Ang Commune. Built in 2009 with modest state support and help from neighbours, it has since deteriorated, with a leaking roof and damp, peeling walls.
Severely deaf, Minh navigates rough paths each day to search for her daughter when she wanders off, while also asking neighbours for rice or vegetables to survive.
Phuc, born with a congenital mental illness, is in her 30s but has the cognitive capacity of a child. She cannot work or care for herself and frequently roams aimlessly, speaking incoherently.
The family’s only stable income is a monthly social allowance of VND 700,000 (about USD 26.62) granted for Phuc’s disability. They subsist on sparse meals, sometimes just rice with salt or foraged wild greens.
“Minh is deaf, her daughter is mentally ill, and they have no land or stable income. They rely entirely on state assistance and neighbours’ support,” said Doan The Quynh, head of the Vietnam Fatherland Front in Muong Ang commune.
Local authorities have called for donations to repair the crumbling home and assist the mother and daughter, who neighbours say have endured years of hardship largely unnoticed.
