Russia’s Medsintez Plant and Vietnam’s VNVC Vaccine and Biological Manufacturing Plant on September 12 signed a comprehensive technology transfer deal to produce new generation biologics for treating acute, chronic, and dangerous infectious diseases.

The signing ceremony took place in the presence of Russian Health Minister Mikhail Murashko and Vietnamese Health Minister Dao Hong Lan.

Earlier in May in Moscow, under the witness of President Vladimir Putin and General Secretary To Lam, the two health ministers signed a cooperation deal as VNVC forged a comprehensive partnership with the Russian Direct Investment Fund (RDIF), Russia’s leading body for pharmaceutical research, production, and health agencies.

Just five months later, VNVC advanced to a comprehensive technology transfer agreement with Medsintez to bring world-class biologics production to Vietnam for treating diabetes, obesity, vascular diseases, viral infections, and especially dengue fever.

Following the signing, Medsintez and VNVC will transfer advanced biologics production to the VNVC plant, jointly conduct R&D and clinical trials for new drugs and vaccines, and distribute Medsintez’s high-quality pharmaceuticals in Vietnam and across ASEAN.

In the coming period, a wide range of Medsintez’s advanced biologics is expected to be transferred for production at the VNVC Vaccine and Biological Manufacturing Plant under premium international standards.

The two sides will explore joint clinical research on Triazavirin for dengue treatment, a disease causing hundreds of thousands of cases and dozens of deaths annually in Vietnam.

At the event, Russian Health Minister Mikhail Murashko highlighted Russia’s contributions of advanced medical technologies in oncology, organ transplantation, and modern healthcare systems worldwide, as well as its support of medicines, experts, and Sputnik vaccines to nearly 70 countries during the Covid-19 pandemic.

He affirmed that Vietnam-Russia cooperation in healthcare marks an innovative, mutually beneficial path toward the shared goal of protecting public health and advancing medical quality.

Vietnamese Health Minister Dao Hong Lan expressed gratitude for Russia’s support in training doctors, supplying medicines, vaccines, modern techniques, and building healthcare facilities.

By late 2027, the VNVC Vaccine and Biological Manufacturing Plant is expected to begin producing new generation vaccines and advanced biologics from various countries right in Vietnam.
