The measure is part of the city's 2026-2030 plan to increase the share of public transport to 15-20 per cent of travel demand by 2030.
Under the plan, all intra-city buses will switch to electric or other green energy by 2027, while all buses and taxis are expected to complete the transition before 2030.
The city also aims for more than 95 per cent of public transport fares to be paid cashlessly and plans to complete and put into operation 187 kilometres of metro lines by 2030.
To encourage greater use of public transport, the city will study incentives including discounted parking, integrated fares and reward programmes for frequent passengers.
The city also plans to restructure its bus network, expand electric and feeder bus services linking residential areas with metro lines, Long Thanh International Airport and former Binh Duong and Ba Ria-Vung Tau areas.
Demand-responsive transport services using small vehicles will also be introduced to connect neighbourhoods with metro stations, water buses and public bicycle networks.
Authorities will continue investing in bus terminals, interchanges, shelters and park-and-ride facilities, while expanding public bicycle services and studying dedicated cycling lanes and additional pedestrian streets.
The plan also includes gradually introducing low-emission zones (LEZs), tightening vehicle emissions controls and expanding charging and battery-swapping infrastructure to support the transition to greener transport.
