After some victims came forward, DTiNews started investigating allegations of an illegal labour export ring to Angola based out of Ky Anh District, Ha Tinh City.

After extensive investigation, DTiNews uncovered an initial clue in the case. Nguyen Thi L, born in 1971, living at Ky Trinh Commune, Ky Anh District, had previously become wealthy from conducting business in Angola.
She knew some people in Ha Tinh, Quang Binh were willing to go abroad to in an effort to earn more money. L conspired to build up a labour export ring to Angola and arranged for Vietnamese citizens to obtain tourist visas to visit Angola.
Her sister, Nguyen Thi H, living at Tay Ninh Hamlet, Ky Trinh Commune, began persuading people and enticing them with false promises.
H would tell everybody she met that her sister was very rich after doing business in Angola and she could provide opportunities to anyone who wanted to work there.
She claimed that women could work as cooks at construction sites and earn $800-1,000 per month. Men could work in construction and earn at least $1,000 per month. In addition, H offered to lend money to anybody who didn't have enough money for the cost of the trip.
With such persuasive tricks, L and H brought many people in Ha Tinh to Angola for a fee of about $5,000 per person on average.
Nguyen Thi Xuan, born in 1978 at Ky Khang Commune, Ky Anh District, was their latest victim.
Xuan was cheated by the sisters. She was told that she would work as a cook in Angola and earn $600-700 per month. However, when she arrived in Angola, it turned out that she was forced into prostitution. After 8 months struggling to live in Angola, she was murdered.
Nguyen Van Ha, a representative for Xuan’s family said that when Xuan’s dead body was brought to Vietnam, H came to Xuan’s house and handed them VND10 million ($516) and said they are not responsible for Xuan’s death.
Ha said that his family would take L and H to court and those who broke their commitments after Xuan was taken to Angola for working.
Nguyen Thi Nhi, born in 1972 at Hamlet 3, Ky Tay, Ky Anh District, Ha Tinh was also one of the victims who was cheated. Escaping from Angola to return home, she shared a little about her miserable life in Angola.
She met with H and asked for help to go to Angola. H told Nhi that she would contribute some money to open a kiosk in Angola and that she could make a lot of money. The total expenditure for the trip was $4,800.
Nhi spent all the money she had and borrowed some to have enough money to give to H. When she arrived at Luanda, the capital of Angola, she was asked to give an additional VND100 million ($5,000) if she wanted to work at a kiosk. But Nhi’s family didn’t have any money left.
Without money, she lived there as an illegal immigrant and was arrested twice. She was fined $1,500 by the police. She could not handle thes life anymore and tried to find way to return home.
