A comprehensive GHG inventory preparation manual has also been developed to enable not only Ho Chi Minh City but also other cities to prepare city-level GHG inventories.
The project has also contributed to enhancing the city’s capacity to objectively quantify and check GHG emission reductions from the city’s climate change mitigation measures through pilot activities in the energy, transport, and waste sectors, and the preparation of the MRV Manual.
Ho Chi Minh City is among the most exposed cities in the world to the impact of climate change. In 2016, its People’s Committee approved the new Climate Change Action Plan (CCAP) and JICA’s cooperation reinforces the objectives of the CCAP by providing practical means to monitor and improve the plan.
Mr. Nguyen Van Tue, Director General of the Department of Climate Change under the Ministry of Natural Resources and Environment (MoNRE), expressed his appreciation of the outcomes from the project.
MoNRE also intends to refer to manuals as practical reference sources to support the implementation of the government Decree on the Roadmap for GHG Emission Reductions, for which government approval will be sought in 2018.
JICA requested the city’s leadership further share lessons learned and experiences with other local governments in Vietnam, to effectively contribute to the principle of empowering non-State stakeholders in response to climate change, as enshrined in the Paris Agreement.
