Under the plan, the city will establish response mechanisms for three situations stable market conditions, major market fluctuations and emergency scenarios involving prolonged supply disruptions or serious shortages.
Authorities said the goal was to ensure stable supplies of electricity, fuel and gas for production, logistics, services and daily life under all circumstances.

For the power sector, the city will monitor electricity demand, overload risks and supply capacity while prioritising electricity for critical facilities and essential services.
In the fuel sector, authorities will strengthen monitoring of inventories, imports and distribution capacity, while identifying key petrol stations required to remain operational during emergencies.
The city also plans to coordinate emergency fuel transport and supply distribution if severe market disruptions occur.
For gas supplies, authorities were instructed to review the capacity of LPG, CNG and LNG systems and prepare contingency measures to respond to supply fluctuations.
The plan also aims to improve early warning capacity and coordination between government agencies and energy suppliers.
