The Hanoi People's Committee has issued a decision allowing Dong Anh Trading and Services Joint Stock Company to change the land use purpose of about 39.6 hectares in Vinh Thanh Commune, where the company is managing and using the site, to serve the construction of the Hateco Dong Anh New Urban Area.
The land previously lay within the boundaries of Kim Chung, Hai Boi and Kim No communes in the former Dong Anh District. It is land for which the company was granted land use rights certificates in 2016 and has been developed under the project's investment certificate issued in 2007, which has been amended several times to align with the city's new urban development strategy.

The project has a diverse land-use structure, including housing, commercial and service facilities, education, healthcare, green space, water surfaces and transport infrastructure. Most of the area is earmarked for the development of a modern urban space, with nearly 12.6 hectares of residential land. The urban area will include terraced houses, villas, mixed-use apartment blocks and high-rise apartment buildings.
In addition to residential land, the project allocates about 2.2 hectares for commercial and service functions such as offices, hotels and other business activities. It also includes 3.3 hectares for education, 0.5 hectares for parking, 1.3 hectares of green space, 1.7 hectares for internal transport and 0.1 hectares for a cultural house. Land for the internal road system totals about 4.9 hectares, while area-wide transport land accounts for about 0.7 hectares.
Under the Hanoi People's Committee decision, for the basement area serving parking and technical infrastructure, the investor will lease the land with annual rental payments for a term of 50 years from the date of signing.
