Hanoi’s Department of Transport has announced a list of 21 construction sites that have been deemed responsible for traffic congestion, threatening to revoke the licences of the projects which continue causing severe traffic jams.

Most of the listed sites are transport constructions started years ago including the Cat Linh-Ha Dong Urban Railway project. This project is taking up large parts of major roads.
A representative of Transport Department said, "Nguyen Trai Street is about 20 metres wide but now, many sections have been reduced to just 5 metres. Traffic police and inspectors from the department will monitor those sites and may revoke the licences of projects that continue to obstruct the traffic."
Construction units have been urged to speed up their work and monitor their use of space. Investors in the Cat Linh-Ha Dong Urban Railway have to send out employees to direct traffic flows.
The authorities have banned taxis from using the Phuong Liet section during rush hour in order to deal with congestion while the construction of Ring Road 2 is being carried out.
The city Transport Department have asked managers of Nhon-Hanoi Station to adjust their construction sites and remove barriers at sections which have no work currently being undertaken on them.
