Hanoi seeks investor for 75ha urban project near Thang Long Boulevard

Hanoi has approved bidding documents to select an investor for a 75ha urban development project near Thang Long Boulevard, with an estimated investment of VND 20.246 trillion (USD 764 million).

Duong Duc Tuan, standing vice-chairman of the Hanoi People's Committee, has signed Decision No 3793/QD-UBND approving the bidding documents for the Nam Thang Long Boulevard Urban Functional Area project.

The project covers about 75.03ha and has an estimated total investment of VND 20.246 trillion (USD 764 million).

Bids will be assessed on a 1,000-point scale. An investor's capacity and proposed investment and business plan will each account for 250 points, while land-use efficiency will carry 500 points.

The minimum proposed payment to the state budget has been set at 5.05 per cent.

The bidding documents comprise three sections covering the investor selection process, project implementation requirements, a draft contract and related forms.

Dai Mo Ward People's Committee has been assigned to act as the procuring entity and organise the investor selection process in accordance with regulations. The city said the bidding documents may only be issued once the project meets all required conditions.

The Hanoi Department of Finance will lead the appraisal of the investor selection results, working with relevant departments, the Dai Mo Ward People's Committee and other agencies. Participating agencies will be responsible for the content and quality of appraisals within their respective areas of responsibility.

The Nam Thang Long Boulevard Urban Functional Area is located near the intersection of Thang Long Boulevard and Le Quang Dao Street.

Under a master plan approved in 2016, the study area covers more than 75ha and is designed to accommodate about 10,000 residents. The development will integrate urban space with green areas and water features, including a regulating lake and the Nhue River.

The project is bounded to the north by the service road alongside Thang Long Boulevard, to the south by the Nhue River, and to the west by a planned 21.25-metre-wide road. To the east are areas earmarked for the headquarters of central government ministries and agencies, as well as existing residential neighbourhoods.

Residential land will cover nearly 14ha, with most buildings planned at four to five storeys. The residential component includes more than 5.33ha for terraced houses, over 4.88ha for semi-detached villas and nearly 3.73ha for detached villas.

The project will also include public facilities, schools, green spaces, car parks and supporting infrastructure for the urban development.
