Reduction in state personnel expected to increase efficiency

The Ministry of Home Affairs is gathering opinions from ministries, branches, authorities and citizens for a draft decree that would reduce the number of state officers.

Of those who would be subject to the regulation, 80% may be compelled to take early retirement while the rest would be dismissed.

As the minimum wage increases, the payment for those who take early retirement would be VND75 million (USD3,548) each and the severance payment for those who are let go could be VND90 million (USD4,258) each.

The total funding for such a reduction in the state workforce has been estimated at around VND8 trillion (USD378.52 million) over six years.

Apart from the reduction in accordance with Decree 132 in 2007 concerning a reduction in personnel, the draft regulation also suggests cutting incompetent officers in order to give a chance to more skilled ones.

As a result, those who are working in the field but have not shown competence and professionalism would be made redundant.

Those who fail to meet standards for two consecutive years as well as who represented the state in companies that the government no longer has stake in and have no possibility for new posts would also be let go.

The road map for the reduction is expected to be in line with the country’s general programme on administrative reform for the 2012-2020 period.

The ministry expects that the reduction would help deal with the inadequacies of the former policies and increase the efficiency of the state workforce.
