According to a police report, the accident occurred at 3.30 pm on September 1 when a seven-seat car crashed into a motorbike running in the opposite direction on Phan Dinh Phung Street. The intense collision left two men on the motorbike, 17-year-old Nguyen Hai Dang and 18-year-old Pham Duy Quang Dat, dead on the spot. The car was heavily damaged while the motorbike caught fire.
The car driver, Mai Xuan Vinh, 40, tested positive for alcohol at that time. He failed to show his driving license and car registration certificate.
According to the police, Vinh was also fined VND46 million for drunk driving in late March this year.
