The rain, which lasted nearly an hour, hit Xuan Huong-Dalat, Lam Vien, and Langbiang wards this morning, September 10, submerging several roads and residential areas, with Phan Dinh Phung Street being the hardest hit.

Residents said rapid upstream flows flooded nearly one kilometre of Phan Dinh Phung Street, near its junction with Xo Viet Nghe Tinh, with water levels reaching 0.3-0.6 metres.

Resident Bui Thi Nga reported that the water level continued to rise, flooding many houses and causing significant damage.

Rising water led to motorbike stalls.

Floodwaters knocked down the iron gate of a house on Phan Dinh Phung Street.

Nguyen Thi Bich Phuong, who runs an eatery on Phan Dinh Phung Street, said heavy rain quickly flooded the road and her shop, with water rising about 40cm and damaging furniture, appliances, and other items. Some lunchtime diners were left stranded.

People cleaned mud and debris from their shopfronts and homes to resume their business.

According to Bui Van Thanh, a resident of Xuan Huong-Dalat Ward, upstream flow poured into the stream through the neighbourhood but backed up on Phan Dinh Phung Street because the bridge there is too low. Residents have reported the issue to authorities, but it has yet to be resolved.
