Dao Anh Quang, head of the Department of Chemical Technology and Environment at the Hue Industrial College, is the man behind the project. After Thua Thien-Hue Province People's Committee called for the community to raise public awareness and prevent coronavirus outbreak, Quang and other lecturers and students discussed and found a way to produce dry hand wash.

Quang and other colleagues and students started the experiments since February 1 and quickly found the right method. Their dry hand wash has the same alcohol concentration as other sanitiser products with lemongrass essential oil and nanosilver to sterilise and protect hand skin.
The products are being given for free in front of Hue Industrial College. Many people have come and thanked the lecturers and students.
