During an online conference on the matter, the PM said that provincial leaders have to rely on the rule of law instead of arms to deal with such matters. "In cases where people must be forcibly removed from their residences, it is important that anybody representing the local government act strictly in accordance with the law, and not resort to the use of deadly force."

Localities have effectively handled people's complaints and denouncements, resolved 66% of outstanding difficult cases, leaving only 528 haven't been settled down.

However, the PM said there remain too many problematic cases that have remained unresolved. "If these kinds of cases are ignored they could pose a problem for domestic security." he said.

Dung asked that legal and political institutions work together to take care of any outstanding complaints, which would decrease the number or people who gather in protests, possibly causing disturbances. "It's a difficult task but something that we have to do," he said.

Localities have been ordered to compile detailed dossiers on 528 outstanding cases, including both those that have been resolved and those that are outstanding, which must include plans on handling the remaining cases. Advisory committees are also planned, under the Fatherland Front, as well as various unions and lawyers, which would act as something of a watchdog group for the authorities.

Dung said the government will continue to reclaim land for infrastructure development, however, this task will be done more carefully, and in accordance with the law. He underlined the importance of reclamation of farmland to make urban zones. "Big and small projects must be treated in the same way and be subject to the same procedures of compensation. There must be agreement between locals and their authorities," he said.

Dung reminded local authorities that they should fairly deal with all complaints, and that forcible removal should only be used in the most extreme cases, in which citizens absolutely refuse to obey the law.
