The Taiwanese restaurant owner hired attractive young hostesses who were available for sex on demand. To evade police, the operators had them circle before meeting clients, frequently changed appointment times, and refused Vietnamese customers. Each encounter was priced at VND 5-8 million (USD 200-320).

The police arrested and prosecuted Chen Ci Fu, a Taiwanese national and restaurant owner, Chen Hung Kai, a Taiwanese national and general manager, as well as Nguyen Thi Thuy Phuong and Nguyen Thi Thuy Kieu, two madams who acted as brokers, on charges of procuring prostitution.

The police also seized several cylinders of nitrous oxide, along with related equipment, as well as an additional 756 cylinders, numerous pumps, and balloons used to serve customers at the venue for singing and entertainment.
