He has issued an instruction calling for a greater effort to achieve the target of having 60 percent of official documents in electronic form by 2015.
He also called on ministries, ministry-level offices, government agencies, and people's committees to increase the use of e-documents for their internal activities and in their interaction with corporates, private organisations, and others.
The move is aimed at bolstering administrative reform by having the government machinery adopted modern technology.
Dung also called for digitising archives to enable easy reference and online disposal of documents by staff.
He ordered ministries, government agencies, and people's committees to use their websites and portals for posting legal documents and all other information for easy public use, reference, and archiving.
The PM's instruction call on ministries and others to gradually begin the use of digital signatures to replace printed documents and signatures and stamps.
Dung had ordered last year that all documents submitted to the Government for approval should be accompanied by an electronic version with effect from December 15, 2011.
Failure to do so makes them invalid and they are rejected by the Government.
