Lack of traffic rules a threat for pedestrians

Pedestrians have to brave the traffic and just start crossing, risking life and limb in Hanoi.

Pedestrians in Hanoi do not have much of a choice when crossing the streets. Usually, the only way is to brave the traffic and just start crossing, risking life and limb as vehicles often ignore pedestrian light signals and pedestrian crossings essentially have little effect.
