Illegal buildings at Hue farmstay ordered to be dismantled

Authorities in Hue have ordered the removal of unauthorised structures at a farm tourism complex after inspections found extensive construction on agricultural land without approval.

The investor of the La Vega Legacy tourist area in Thanh Thuy Ward has now dismantled most of the tiled-roof, wooden-frame and brick-walled houses built within the project site.

Local officials said the structures were erected in 2025, before the investor had received approval from competent authorities for a multi-purpose agricultural land use plan under the 2024 Land Law.

Thanh Thuy Ward leaders said authorities had regularly inspected the site and monitored compliance with land and construction regulations. During recent checks, officials found the tourist area had halted operations, removed infringing structures and was preparing documents to bring the project into compliance.

Previously, the Thanh Thuy Ward People’s Committee issued an administrative fine of VND 15 million (about USD 580) to a man in residential group 10 for illegally converting nearly 665 sq metres of agricultural land to non-agricultural use without permission.

The converted area forms part of a larger plot of more than 133,000 sq metres in Thanh Thuy ward, adjacent to the La Son-Tuy Loan expressway.

In 2025, a farmstay-style tourism site combining farming and accommodation began operating on the land, featuring multiple structures built without official approval for multi-purpose agricultural use.

From late April 2025, the site was widely promoted on social media as “a luxury resort with architecture blending royal beauty and modern spirit, inspired by the Hue imperial court”, despite lacking the necessary permissions.

An inspection team from the Thanh Thuy Ward People’s Committee recorded the construction status of the plot on July 28, 2025. In addition to existing buildings, inspectors identified new unpermitted items, including 25 high-end canvas tents with plastic flooring and iron frames, equipped with beds, wardrobes and televisions, as well as 10 prefabricated iron-frame shelters.

Officials also found a large inflatable floating structure on the lake, a football pitch and several modular houses made of iron frames and wood. Local authorities said these structures were not exempt from construction permit requirements.

On September 8, 2025, ward authorities carried out further inspections, issued an administrative violation report and ordered the land user to stop construction on the illegally converted area.
