
A road is flooded following heavy downpours in Dong Nai Province on August 21.
Le Van Khanh, 43, a resident of Long Binh Ward in Dong Nai, said, “Around 3 am it rained heavily with thunder and lightning. After nearly an hour, water suddenly rushed into the house. Fortunately, I was awake and managed to lift my belongings to higher ground.”

Many others in Long Binh were not as lucky, with floodwaters damaging motorbikes, refrigerators, furniture and other household items. Roads were also submerged, disrupting morning traffic for workers.
According to the Dong Nai Hydrometeorological Station, rainfall measured overnight to 7 am reached 114 mm in Binh Son, 70 mm in Bien Hoa, 72 mm in Long Thanh, 66 mm in Xa Lo 25 and 62 mm in Cam My.
In Vung Tau and parts of HCM City, heavy downpours lasting more than two hours also caused widespread flooding. On Nguyen Binh Khiem Street, floodwaters reached 40 to 50 cm deep, while Le Loi and Pham Hong Thai streets faced similar conditions. Residents said it was the heaviest rainfall since the start of the rainy season.
By the morning, as the rain stopped, floodwaters in Vung Tau receded and traffic for locals and tourists returned to normal.
