According to the proposal, the city will spare at least 1.50 metres on the pavement for pedestrians and will use the remainder for commercial purposes. Businesses using the pavements for parking, trading, cultural events, transportation, and construction must pay a fee.
Roadsides can also be used for organising cultural events, parking, and collecting rubbish if a minimum of two lanes in either direction are reserved for vehicles.
The fee for using the pavements and roadsides has not been set. All of the fees would go to the government.
The Transport Department and people’s committees in all districts will be responsible for collecting fees for use of pavements and roadsides.
The illegal use of pavements and roads become a hard-to-solve problem in the city. Many people continue to ignore parking restrictions in the city.
