The proposal is part of the city's 2026-2030 plan to expand public transport while managing the use of private motor vehicles, recently approved by the municipal People's Committee.
The city will study pedestrian streets on Dong Khoi and Le Loi streets, as well as around Bach Dang Wharf, with the Department of Construction leading the project in coordination with police and local authorities.
By 2030, Ho Chi Minh City aims for public transport to account for 15-20% of travel demand. It also plans to convert all buses to electric or other green energy by 2027, with all buses and taxis expected to switch before 2030.
The city also plans to restructure its bus network, expand electric feeder bus services linking residential areas with metro lines and other public transport, and launch routes to Long Thanh International Airport.
The plan also includes expanding free and night bus services, extending fare incentives, and offering discounted transfers between buses, metro lines and water buses.
Authorities also plan dedicated bus lanes, park-and-ride facilities, upgraded bus stops and pedestrian infrastructure, and expanded cycling networks.
In addition, the city plans to roll out low-emission zones (LEZs) in the city centre, Can Gio and Con Dao under a phased roadmap.
