The 38-year-old fisherman from Binh Chau Commune reported spotting four handbags and a suitcase drifting about eight nautical miles from shore on September 2. Each bag was packed with heat-sealed plastic bags containing dried and pellet-shaped herbs.

Border guards collected 81 plastic bags weighing a total of 81.45 kilos. Police later confirmed the haul was dried marijuana and sealed it as evidence.
