The reward policy was outlined in the recently launched Towards a Safe District 12 campaign.

People who inform on the publishing of ‘anti-state’ material will be rewarded with between VND2-5 million (USD95.23-USD238). The same level is also given to those who inform on sex worker operations, the transportation and illegal trading of drugs, as well as economic violations.

VND1-5 million will be awarded to people who help in identifying fences of stolen property.

People who participate physically in stopping criminals can receive a reward of VND1-5 million, depending on the value of the recovered property. A maxim level of VND5 million is granted to people who are injured while engaging in such vigilante activities.

The rewards will be presented to worthy people every week, said local authorities.

HCM City Party Chief Dinh La Thang recently admitted that the city continues to face rampant crime, including foreign tourists. There are over 2,500 pawnshops in the southern metropolis, with many alleged to have facilitated criminal activity.

Thang has requested municipal police to re-establish a taskforce which specialises in street robberies.
