The target is set out in a new plan signed by Hanoi People's Committee Chairman Vu Dai Thang to monitor and inspect the implementation of social housing projects across the city.
Under the plan, Hanoi will seek to speed up projects so they can be put on the market as soon as possible, helping meet housing demand among low-income earners, industrial park workers and other eligible groups.
The city aims to start construction of all 114 social housing projects that have received investment approval in 2026. It will also push for faster progress on 30 projects where construction is already under way.
The measures are part of Hanoi's social housing development plan, which targets the completion of 120,000 units between 2026 and 2030.
The city will regularly monitor progress through data and reports and conduct inspections when necessary. The programme will cover the 114 approved projects, the 30 already under construction and any additional projects launched later.
Monitoring will focus on whether investment and construction are proceeding according to schedule. The city will also review how relevant agencies and local administrations handle administrative procedures, coordination and difficulties arising during project implementation.
Any shortcomings or violations identified will be reported to the Hanoi People's Committee for appropriate action in accordance with regulations.
The monitoring and inspections will cover project developers, relevant departments and agencies, communes and wards where the projects are located, as well as other organisations and individuals involved.
The city's chief inspector has been tasked with setting up a team to regularly monitor implementation and carry out inspections when necessary.
The plan states that the monitoring and inspections will not replace existing investment supervision, evaluation or sector-specific state management, and must not disrupt the operations of relevant agencies or give rise to misconduct or corruption.
