
Hundreds of tonnes of cement allocated for public infrastructure projects in Ha Tinh have been left unused and become damaged.
Nguyen Van Hung, Chairman of the People’s Committee of Loc Yen Commune in Huong Khe District, Ha Tinh Province, has been temporarily suspended from duty following the discovery that hundreds of tonnes of cement allocated for public infrastructure projects were left unused and became damaged.
On May 16, Thai Phuc Son, Chairman of the Huong Khe District People’s Committee, signed a decision suspending Hung for 15 days starting May 17, pending an investigation into his role and responsibility in the incident.
Hung is required to hand over his current responsibilities to the commune administration and conduct a review of individuals involved in the case, reporting findings to the district authorities and other relevant agencies.
According to local government reports, in 2024, the commune received funding of more than VND 200 million from Ha Tinh Province to purchase 210 tonnes of cement for road construction.
After receiving the materials, the commune stored the cement at a local sports ground, covering it with tarpaulins. However, the cement remained unused and was left exposed to the elements for months.
Due to prolonged outdoor exposure, a large portion of the cement was damaged. Inspections revealed that approximately 40 tonnes had hardened and become unusable.
In response to media inquiries, Hung explained that the roadwork could not proceed because the commune failed to secure matching construction materials. After receiving the cement, the commune handed it over to a local group of workers for safekeeping.
