According to Pham Thanh Vinh, vice deputy director of An Phu Investment Construction Consultant Company, many of the street lights had been dug around their bases to extract their cabling. Lots of cable sections that had been put under concrete had been stolen, causing difficulties, particularly on bridges.

The case has been reported to the police.

The 80-kilometre Van Don-Mong Cai Expressway with four lanes was opened to traffic on September 1. It helps shorten the travel time between Van Don and Mong Cai to 50 minutes instead of two hours. The routes are also connected to Bach Dang-Ha Long and Ha Long-Van Don highways to create a 176-kilometre expressway section running through Quang Ninh to link Ha Long Bay with the Chinese border at Mong Cai.

There are 4,600 street lamps on Mong Cai-Van Don Expressway.
