The Star City, with a deadweight tonnage of more than 24,000 tonnes, ran aground in Chan May Bay at 8.55 am on Saturday, about 1.3 nautical miles from the edge of the shipping channel leading to Chan May Port, local maritime authorities said.
The vessel was not carrying cargo but had 17 crew members, 22 tonnes of diesel oil and 225 tonnes of fuel oil aboard.
Maritime authorities sent personnel to the scene and worked with pilots to help the captain secure the vessel and prepare efforts to refloat it.
The shipowner hired two tugboats for the operation, but rough seas prevented them from approaching the Star City and attaching tow lines. The tugboats withdrew at 3 pm and returned to port to await better weather.
Authorities said they remained in regular contact with the captain, shipowner and relevant agencies to ensure the safety of the crew and vessel and minimise the risk of environmental pollution.
Elsewhere in Hue, a fishing boat sank while moored at Thuan An fishing port at 1.20 pm on Saturday. Authorities and the owner's family were working to recover property from the vessel.
Heavy rain has battered Hue since Thursday night, with widespread totals of 250-500mm by Sunday morning. Bach Ma Peak recorded 1,250mm, while several other areas received more than 600mm.
Prolonged downpours also triggered a landslide affecting more than 75 square metres around a home in A Luoi 1 Commune. Local authorities helped the family move their belongings to a relative's home.
