Twenty-two streets, with 24,000 square metres of pavement and hundreds of sewers, will be upgraded to prevent flooding in some residential areas.
According to Doan Manh Cuong from the Quang Ninh Provincial Department of Agriculture and Rural Development, rising tides often occur in Ha Long coastal areas during the final months of the year.
"Climate change and rising sea levels have resulted in higher tides in recent years," Cuong said. "This year, many areas in Ha Long City have reported serious flooding due to rising tides."
On Wednesday morning, flooding occurred in Tran Hung Dao and Cao Xanh wards.
At 7 am, Tran Thai Tong Street was put a metre under water, causing traffic congestion.
Local authorities reported that the tide at the Hong Gai Station reached 4.2 metres on November 19 and 4.3 metres on November 20.
