The three zones cover coastal areas exposed to storms, tropical depressions and storm surges; low-lying areas and major river basins vulnerable to flooding; and mountainous areas at risk of flash floods and landslides.
Five priority areas Dong Le, Quang Ninh, Vinh Linh, Trieu Phong and Khe Sanh have been designated for coordinated deployment of personnel, equipment and other resources for disaster response and rescue operations.

Quang Tri stretches from the coast to the Vietnam-Laos border and is exposed to multiple natural hazards that can occur simultaneously or in quick succession, requiring emergency resources to be deployed across a wide area.
