The Quang Ninh Department of Agriculture and Environment said permits for unsafe vessels, sightseeing trips and overnight stays at sea would be suspended from 7 am on August 22 until the final storm bulletin.
Co To Special Zone is expected to face prolonged heavy rain, with winds strengthening to force 8-9 from Saturday afternoon. Authorities have instructed vessels operating in the area to return to safe shelters.

By Saturday morning, most offshore fishing vessels had returned to shore, while others were anchored at designated shelters on Co To and Thanh Lan islands.
The provincial authorities have also ordered vessels to leave dangerous waters and seek safe anchorage, while measures are being taken to protect people and property at tourist sites, islands and aquaculture areas. Rescue forces have been placed on standby.
On land, residents in low-lying areas at risk of landslides and flash floods are to be evacuated, while authorities have been told to restore disrupted roads and station personnel at flooded crossings.
Measures are also being taken to protect dykes and reservoirs and improve drainage in areas at risk of flooding.
Coal mining companies have been instructed to protect workers and equipment at mines and waste dumps, while reservoir operators are monitoring weather conditions closely to ensure safe water regulation.
