Phu Tho Province has approved the conversion of nearly four hectares of forest land to support construction of the Hoa Binh Hydropower Plant expansion project.

An overview of the Hoa Binh Hydropower Plant 

Under the decision, almost four hectares of planted forest in Hoa Binh Ward and Thong Nhat Ward have been removed from the national forest zoning system, which includes special-use, protection and production forests.

The Hoa Binh Hydropower Plant expansion project was launched on December 19, 2025, with Electricity of Vietnam as the investor. The project is located on the right bank of the existing Hoa Binh Hydropower Plant dam.

Due to the constrained construction site and challenging mountainous terrain with significant depth, the project includes a tunnel featuring the largest diameter ever built for a hydropower project in Vietnam, cutting through a geologically complex area.

The project has a total investment of more than VND 9.2 trillion (USD 349.81 million). The investor’s representative is Power Project Management Board 1, and the plant is expected to generate an average of more than 488 million kWh of electricity annually.
