According to the Ministry of Public Security, the men were caught red-handed at a hill in Pho Yen District’s Minh Duc Commune in late October.

The hill is situated at a construction site for a road at the meeting point of Thai Nguyen, Bac Giang and Vinh Phuc.
The local police found four excavators and 14 trucks used to transport the soil.
The gang usually took the soil at night with carefully-prepared plans.
The local police are co-operating with concerned agencies to investigate the case.
