The 34-year-old man from the southern province of An Giang was accused of torturing a toddler at a cocoa plantation in Mondolkiri Province in Cambodia after a video clip showing his action appeared on Facebook on Tuesday.

Dung was arrested by Vietnamese police in HCM City on December 7. Police found dozens of child abuse video clips on the suspect's mobile phone.

According to authorities in Cambodia, Dung was the cook at the plantation which is owned by Stefan Struik, who have both Cambodian and Dutch nationalities. Dung is Struik's boyfriend.

Struik was arrested by Cambodian police for allegedly failing to report the abuse.

Deputy Mondolkiri provincial police chief, Sovann, was cited by the Cambodia Daily Newspaper as saying that under police questioning, Struik kept saying that he did not know anything about the case and he and Dung were in a relationship.

"The boy in the video had been sent to the state referral hospital in Sen Monorom City for an examination and was in stable condition," Sovann told the Cambodia Daily.
