Under the district people’s committee, a plan to ensure rabies-free areas in all 14 local wards has been drafted.

According to local authorities, cat and dog owners have to pledge to keep the animals in their homes and take full responsibility for their pets.
All wards have established quick response teams to catch stray dogs. Each team has 6-8 members, including representatives from different agencies.
The teams have found many dogs, and have imposed fines of VND4.5 million (USD195.65) to their owners.
After being caught, unattended dogs will be kept at wards for 48 hours. If no one comes to receive them, they will be handed over to the Pet Animal Protection and Studies Centre or the Vietnam National University of Agriculture.
