Director of the National Centre for Hydro-Meteorological Forecasting Mai Van Khiem said Storm Noul was moving very quickly, causing strong winds to the coastal areas from Quang Binh to Quang Nam provinces.
It is forecasted that Storm Noul would land in Vietnam on September 18, directly affecting Quang Binh, Quang Tri, Thua Thien-Hue, Danang and Quang Nam provinces. Heavy rains are predicted this afternoon and tomorrow. Warnings for flashflood and landslide have been raised in the central region.
As of 6 am on September 17, the border guards helped record and guide 58,345 vehicles and 285,384 people to shelters. 511 vessels with 3,706 people are still working in the danger areas. The authorities in Quang Nam and Thua Thien-Hue have banned people from going to the beaches since September 16. More provinces will issue a beach ban on September 17.
The authorities from Quang Binh Province to Danang City have made plans to evacuate up to 1.1 million people in case the storm intensifies. Several provinces including Quang Nam and Thua Thien-Hue Province will let students stay home on September 18.
Minister of Agriculture and Rural Development Nguyen Xuan Cuong asked the border guards and the Directorate of Fisheries to collaborate with provincial authorities to call all vessels to shelter, advise farmers to protect their fish cages and inspect tourist spots.
He also asked local authorities to let students stay home depending on the situation and the National Centre for Hydro-Meteorological Forecasting to update the situation regularly.
