According to the HCM City Department of Construction, the city has 474 apartment buildings built before 1975, 16 of which are classified as Level D. However, the progress of the city's plan to address these old buildings has been slow over the past years.
The 155-157 Bui Vien apartment building in Pham Ngu Lao Ward, District 1, has been closed since 2019 when residents were relocated.
The Ngo Gia Tu apartment complex in District 10 is in significant disrepair. Although 17 buildings have already been cleared, many households continue to live there, facing potential threats.

The Vinh Hoi apartment complex in District 4 needs help with its deteriorating condition. Tran Thi Nam, 83, said that she has lived there since she was young and has become familiar with the area. She does not want to move.
HCM City announced an urban renovation action plan in 2016 to upgrade old apartments. The plan is to renovate, repair, or rebuild 237 apartment buildings by 2020, but progress has been slow.
