The 25.3-km section, which runs through the Yen Khanh and Yen Mo districts, has a total investment capital of over VND6.86 trillion.
It is designed to have four lanes, allowing maximum speeds of 120 kilometres per hour.
The project is scheduled to be completed in 2029.
The official said the project plays a vital role in creating new momentum for the socio-economic development of Ninh Binh and other provinces in the Red River Delta.
Once completed, the project will connect to the Bai Dinh-Kim Son road to form an east-west economic corridor in the northern part of Ninh Binh under the provincial master planning scheme for the 2021-2030 period with a vision to 2050, Son added.
This is one of two sections of the 80-km Ninh Binh-Hai Phong Expressway project, which runs through four localities: Ninh Binh, Nam Dinh, Thai Binh, and Hai Phong. The other section of the VND22.10-trillion project will start later this year.
