Haiphong People’s Committee is responsible for the site clearance and co-operating with concerned agencies to allocate land for the project. Local authorities are in charge of the project implementation.

After being finished, Terminal 2 will serve domestic flights, while Terminal 1 will be used for international flights.

Haiphong proposed the construction of Terminal 2 to ease Terminal 1’s overcrowding in 2018.

The airport has a current annual capacity of 4-5 million passengers. It can serve around 2,000 passengers at peak hours.
