The Hue Investment and Construction Project Management Board funds the project. Hoang Thien, the board's director, said the investor had completed all necessary conditions to start the project.
According to Thien, the project was approved by Thua Thien-Hue authorities in May 2020, but due to land clearance problems, the construction has been delayed until now.

Up to VND146 billion will be used for site clearance, which has affected up to 126 households.
The road, located on the southern bank of the Huong River, is 1.9 kilometres long and 8.5 metres wide. It connects Bui Thi Xuan Parks and the intersection of Bui Thi Xuan Street and Huyen Tran Cong Chua Street.
The road will have decorative lighting, a drainage system and green spaces.
Once operational, the project will help curb riverbank encroachment, improve the environment, and create a tourist site.
Along with current roads along both banks of the Perfume River, the project will also help to form a continuous pedestrian and cycling route from the centre of Hue City to Vong Canh Hill.
