The move aims to improve transparency to prevent corruption in accordance with government's Resolution 73 issued in 2013, the Government Inspectorate's Circular 8 in 2013 and the ministry's Document 10575 in 2014.

The ministry's inspectors will collect, review and report the data. The Human Resource Department is assigned to direct and monitor the process. The leaders of the ministry, offices, departments and representatives at joint-stock companies must all report their incomes.

Statistics from the Ministry of Industry and Trade in 2014 show that the monthly wages of the leaders at companies under the Ministry of Industry and Trade were from VND38m (USD1,600) to VND74m. This rate is similar to the wages of most leaders of state-owned companies according to recent statistics this June.

For example, Chairman of Vietnam Coal and Minerals Corporation (Vinacomin) Le Minh Chuan was paid VND52.2m (USD2,300) a month and Director Dang Thanh Hai was paid VND50.7m a month last year.

Even though the rubber prices have been on the decline, the wages of 13 leaders at Vietnam Rubber Group are still at VND527m (USd23,200) each per year. 13 EVN leaders also had yearly wages of VND600m (USD26,500) each last year.
